You could use a link-object which has the date of last known good access, then have a batch-job update the timestamp (after accessing the link in question) now and then.

@kaleissin: yes, we actually keep timestamps on each database table row, so this would be feasible. we still appreciate the human input, in particular if we are pointed to the current best URL.
